BG Chap 16 - The Lord's reciprocation with the demons

The Lord casts those hateful, cruel and lowest of humans, and who constantly do evil deeds into various demoniac species of life. Giving results to all beings according to their karmas, the Lord throws the demons again and again into births as sinful persons like hunters or mlecchas, who are involved with violence and thirst for enjoyment. It is clear that the placing of a particular individual soul in a particular body is the prerogative of the supreme will. The demoniac person may not agree to accept the supremacy of the Lord, and it is a fact that he may act according to his own whims, but his next birth will depend upon the decision of the Supreme Personality of Godhead and not on himself.
